I suspect the Tuliszkow you refer to may be the same Tuliszkow which is about 15 kilometers south of Konin.  This area was in what was called Congress Poland.  
Many records in Congress Poland  starting in 1868 were written in Russian.

  Hello everybody,

  yesterday I got the birth certificate of my great-grandfather. He was born 1889 in Tuliszkow, this was in Russia at this time. So the birth certificate is in Russian.

  Is there anybody who can translate it for me?

  When the 1st World War started, he was 25 years old. I think, he had to be in the Russian army.

  Where can I find documents about his time in the army?
