[Ger-Poland-Volhynia] Diacritical Marks

OK, my patience has run out.  I enjoy the discussion very much but I can't
read the sentence below and many other words don't make much sense to me
either:

" In Germany we wrote it as S?.s, in Poland and Volhynia as S?hs, S??, S?ss.
So for me ? became ue, ., h. ? became ss. As to the pronunciation, Sees is
probably the closest to English."

Does anyone know how to set up MS Outlook 2000 so that I can get the
Diacritical Marks instead of the many ????
