[Ger-Poland-Volhynia] Lying about age on shp's passenger list

On my mother's, siblings & grandparents Canadian Landing Records, it states
my mother as being age 4, and her younger sister as being 11months old, when
in actuality, they were age 3 and 2 (only one year apart); however, my
mother was "nearly" age 4, and her younger sister was very small for her
age.

Not sure why there was the descrepancy, unless there was the problem with
the language barrier in the use of numbers, and/or there was a special rate
for children under the age of 1.
