[Ger-Poland-Volhynia] POLISH DIACRITIC " L" EQUIVALENT IN RUSSIAN

We do not need to speculate on how Cyrillic transliterates Polish "diacritic 
L".  There is a standard way of doing it.  But the standard used depends on 
whether the transliteration is into Russian or Ukrainian Cyrillic.  The 
people who have suggested Cyrillic "B" are partially correct for Ukrainian.  
Ukrainian will use Cyrillic "B" at the end of syllables and Cyrillic "L" at 
the beginning of syllables.  Russian will use Cyrillic "L" is all cases.  The 
reason for this lies in the fact that the languages are closely related.  The 
standard is based on comparing related words in the three languages.  The 
transliteration simply generalizes the use of the corresponding letters that 
appear in similar positions in related words in the three languages.
