I emailed the author of the original email that stated they were census records.  I haven't heard back from him yet.  Hopefully he will clarify exactly what type of records they are.

If they are duplicates of church records, then they are not census records. Two 
ntirely different things, compiled in different ways, for different purposes, 
y different authorities.

 The pastors had to write two records for each act (birth, 
 marriage, death).
 Each year was entered in one book. At least for the last years between
 1910-1945. The origial stayed at the church office and the 
 duplicate was
 sent to the local registry office. Most of the records at the 
 church offices
 (not sure abt. Przedecz) were destroyed in WW2 or have been lost 
 ever since.
 But the duplicats still exist.
 
 They are still kept at the "Stanu Cywilnego" at the town hall in 
 Przedecz(1910-). You can find the years 1873-1909 at the state 
 archive in Konin and
 the years prior to that are at the Wloclawek archive. The earliest
 evangelical records were entered in 1827. These books include 
 all the people
 that belonged to the parish. In your case Mieczyslawowo belonged to
 Przedecz. So the entry should be in the Przedecz records.
 
 During my trip to this area in July this year I lucked out and 
 found many
 records at Sompolno and Chodecz. Unfortunately I did not have 
 enough time to
 do research in Przedecz. Although I have a family SCHULTZ 
 (SCHULCZ) around
 1870 living at Miecyslawowo.
 
 The archive at Konin was closed till Sept. anyway. Not sure 
 about the
 Wloclawek archive.
