I, too, heard Serge's talk. I think I was the one who asked him about Dnepropetrovsk. I recall his answer was something along the lines of "Be patient. Ukrainian archives are often short of funds and can't afford to maintain the web pages and e-mail service that western Europeans and North Americans are used to. Maybe some contact can be made by writing by snail mail." I once had contact with an archivist at the Dnepropetrovsk archives. I still have a browser bookmark to a web page they once maintained. However, I cannot now raise them on the Internet. The best bet may be to go through the central Ukrainian Archival administration and hope they wil refer your query onward. That's my next gambit.

At the GRHS convention this summer, one of the guest speakers was Serge
Yeliazarov who does a lot of Ger-Rus research work in the Odessa archives.
During his presentation, I think the question of how to contact the
Dnepropetrovsk archives came up. I sort of tuned out because it wasn't
something I was trying to do myself, but I'll forward this on to him to see
if he has any advice.
