If anyone is interested in really digging into this subject, in the
sense of learning why and how the earlier re-settlements took place
(pre-1945), take a look at Robert Koehl, RKFDV: German Resettlement and
Population Policy, 1939-1945: A History of the Reich Commission for the
Strengthening of Germandom (Cambridge, Mass., 1957). It's selling for
an arm and 2 legs, so the library system may be your better bet.
