Came across this today ..  They list a number of surnames that  you may be 
interested in.   This is on "the International Society of  Genetic 
Genealogy" 
The Free tests are individual project offerings..    
I wasn't aware of this site,  and they appear to have quite of  bit of 
explanation that I'll be looking over..

Free DNA tests are sometimes available to encourage  participation in 
surname projects. Offers are usually restricted to Y-DNA tests  with sponsorship 
being provided by the relevant surname project. Some projects  will 
underwrite the entire cost of a DNA test.  .......
