An informal adoption is almost impossible to research, anywhere.
Just a little bit of poking around found a bit more info.
Peter went back to Russia briefly. You will find a passport application
for him at ancestry.com giving his
exact date of birth in Dubno. Name of dad there also.
1910 USA census in Ontonagon county, Michigan (this is in the Upper
Peninsula, in the far western part of the state)
states clearly that Auguste (aged 18) and Marie (aged 16) are "sister
daughter".
The SGGEE indices (VKP) show early 1890's marriages at Rozyszcze for Anna
Bertha Roehlig to Friedrich Adam and Ottilie
Roehlig to August Gust. It may be that the girls belong to one of these
sisters.
