Holendry in northern Poland was a particular form of village democracy
that allowed villagers certain rights and privileges. So such a
village was not controlled by the local nobles.

The story I have read is that in order to recruit Dutch settlers to
tame the mighty rivers of Poland, the nobles had to give them a set of
privileges that became know as Holendry (that is privileges given to
Hollanders). Later when German settlers were recruited then the
Holendry privileges often were extended to them.  In this area often
villages names have two parts like Tarkowo Holendry which tells you
now only the village name Tarkowo but the privileges of the villagers.

There were documents that defined those privileges so all knew what a
Holendry village was.
