[Ger-Poland-Volhynia] 1899 Russian cities

A Russian student translated my grandfather's passport, who was a German
living in Russia (I think).
The translation said it was in the Kovensky Province issued in Kovn-Ugolya
on the 3rd day in 1899 for 10 Rubles.
I think this may have been Kovno or Kowno (present day Kaunas, Lithuania,
based on where my grandfather lived.
It would have been on the main railroad line through East Prussia to
Russia making it easy to get to.
Has anyone heard of that city or province in the 1899 time period?
