I haven't been there (yet) so I won't comment on the safety.  Dave has done a good job of that.  However, if your cousin is still concerned about it, perhaps she should consider traveling with a group.  I believe there are small groups of Germans who go there at least once a year.  You can probably get more info about that at www.wolhynien.de   

Oh, and if she does go and, if she travels to any villages like Solomka, please ask if she would take pictures for sharing with our website.
