Hello Eduardo,  I think the correct spelling of the title of the card is " 
Auswanderungskarten der Russland lebende Landeutschen" the rough English 
translation is "Passport of the German citizens from Russia" However, I have 
not done the research of which you speak.  Will Grenz, wg7 at theunion.net.
