Hello Rita,
'Wyksztalcenia' is the genitive of 'wykstalcenie' = education; 
'wykstalcenie cywilne' = civil education

again a genitive; translation depending on the context.
The dictionary says:

    wcielenie = incarnation, incorporation, embodiment.

i.e. 'nie do wcelenia' = not to incorporate.
