[Ger-Poland-Volhynia] baptists and lutherans

I am in a similar situation as Dave Obee. My family and ancestors were Baptists. The only records I have found were from the 1930s; these records were in ZAGS (Notary and Vital Records Offices) in Volodarsk-Volynskiy. I was allowed only to see the records in ZAGS but was not able to get copies. Does anyone know if Baptists recorded their vital events in some kind of civil records during the 1850s-1920s? If so, do you have any suggestions of how one might get copies?
