I think it says "See Vendsyssel London" . The Vendsyssel was a ship in
the DFDS line, which sailed between Baltic ports and London. So maybe
that is a reference to the boat used between Libau and England.

Beyond that, since you have the name of the ship to Canada, and the date, have you
checked for the image on the Library and Archives Canada website?
