Meyers Konversation-lexikon, vol.10, page 481 to 483 deals with the plight
of the farm laborer in East Prussia in 1885 to 1892; this article outlines
the factors conspiring to keep people from progressing to the point of where
they might themselves become landowning farmers; due to the inability of
Estate workers to make economic progress, it is suggested is the reason for
the movement into factories and also is the motivation for immigration to
America. The article too points to the fact that the young boys and girls
become Scharwerker(Estate workers) at 14 years of age and indicates that
there is then as a result a lack of adequate education and also as a result
some moral decay, with an increase in illegitimate births, etc.

There are explanations in the german wikipedia. The Definition of Deputat
is definitely correct. Scharwerk is compatibel with the definition in the
"Oekonomische Encyklopädie von J. G. Krünitz"
