For records 1900-1914, go to http://www.sggee.org/public/cdn_passengers/aid_cdn_passengers and read the instructions carefully. This MIGHT help you to short cut it.
Keep in mind that the person who extracted these lists tried to capture ALL Germans from Russia but he could have missed some.
My first research when I started this silly hobby almost 20 years ago involved viewing every single ship record in Canadian ports between 1893 and 1900 to try to find my Frank family. I started in 1894 and worked up to 1900. I finally found them in 1893. At least you can work on them from home. I did it all at the FHC. :-)
