I was wondering because now in reading some of the Journal articles (ie. "The German Question") I have seen references to the Province of Kovno. Is it a different place than Rowno?

Hello Chris,
yes, very different. Kovno is Russian for Kaunas, present district
capital and former capital of Lithuania (some 360.000 inhabitants). In
the Russian Empire (since 1795) it was a gouvernement capital and fortress.
