[Ger-Poland-Volhynia] Family Rautenberg from east prussia and ?1 brother in Russia?

i`m searchin infomation about a Mr. Rautenberg who now lives in Russia. The place he was born is Peterkehmen in east prussia near Insterburg the date i dont know, but i think it must be 1899 beween 1911.
