Jerry, this is true only for the period between 1793/95 (partition of
Poland) and the end of WWI. From 1569 until 1793/95 the entire territory of
Volhynia belonged to Poland, and from 1320 until 1569 it belonged to the
Lithuanian resp. Polish/Lithuanian State. Still earlier it was an
independent Principality together with Galicia.
