[Ger-Poland-Volhynia] North Dakota Naturalization help

I'm helping a new patron at my FHC and need someone in N.D. to advise or 
point me in the right direction on how to acquire Naturalization papers.

Her father Phillip Fischer is found on the 1920 Census in Fleak township, 
Grant county, North Dakotka.  P.A. is written in the Naturalization column 
so I'm guessing at that time he may have just started the process.

Where do we go from here?
