Dick,
When the Russian army cleared  all the German colonists out of Volhynia and 
Poland in 1915, were they allowed to go to a place of their own choice, or were 
they sent to these barracks, old factories and whatnot and even though they 
had to support themselves,  were they "policed" by the Russian Army?

I ask this because in the mid to late 1920s my Granfather Edward Haupt 
communicated with some family living in "Memelland".  Who this may have been, we do 
not know.  My uncle only remembers seeing the envelopes arrive in the mail 
marked "Memelland".  At that time he would have only been about age 10 or 11.
