[Ger-Poland-Volhynia] GERMAN CITIZENSHIP MAINTAINED?

Several of my contacts have told me of German families from the Zhitomir
area who were able to go to Germany in the 1930s because they had German
citizenship for some reason. This is interesting, because the border was
closed for the vast majority of the Germans who sought to leave.
I have not been able to determine WHY some people had German citizenship,
and others did not. I hope to contact at least two of the lucky families the
next time I am in Germany in an attempt to learn more.
