You may be making some assumptions that are not valid.

For a start, I am not certain that you can necessarily assume that Novaya 
No.18 is specifically any place that has "Novaya" or similar as a prefix in 
the place name.  Novaya represents some noun or adjective form of the word, 
"new".  It therefore could apply to any number of places.

Second, I have maps that show Novaja Semlja (in Luck region) as Nowa Ziemia 
and Nowaj Kotowskaja.  There is no indication that it was ever known as 
Nowaja Caeciliewka.  There is a Caeciliewka further east with alternate 
names / spellings Tsitselevka, Cecylowka, and Sasimowka.  Perhaps Long is 
correct but I have seen so connection between the two.

Finally, the normal Slavic equivalent of Neudorf would be Nowe Dwor.  Your 
assumption might be correct but I would not rely on it unless you have 
anecdotal or other evidence that it should be near Hoffmanowka.  Note that 
Gofmanowka is a direct transliteration of the Russian Cyrillic which 
appears in that way because there is no Cyrillic character for H.

I have not seen Long's list of places?  Can you advise where we can find 
it?  Also, what is the time frame of your reference?
