[Ger-Poland-Volhynia] Address for Archive in Warsaw

Does anyone have an address for the the archive in Warsaw that is suppose to 
house the records for the former Polish Volhynia?  Does the letter need to be 
written in Polish?  Will they give you a dollar amount to send should they 
find records, or must you send money in advance?  Any help will be greatly 
appreciated.  Thanks in advance.
